bwDigiRecht: Legal information center for digital teaching

The Legal Information Center for Digital Teaching (bwDigiRecht) is supported by the universities in Baden-Württemberg. The project is led by the Ruprecht Karls University of Heidelberg and the Karlsruhe Institute of Technology (KIT) as part of the Baden-Württemberg University Network for the Digitalization of Teaching (HND-BW). Its partner is the Association of Universities of Applied Sciences in Baden-Württemberg (HAW BW e.V.). Initial funding for bwDigiRecht was provided by the Baden-Württemberg Ministry of Science, Research, and the Arts as part of the “Future Lab: Universities in the Digital World” dialogue process.

The target of bwDigiRecht is to provide legal information on all issues related to digital teaching across all types of higher education institutions. In doing so, the legal information center supports local institutions at universities—such as data protection offices, legal departments, divisions for Studying and Teaching, and e-learning services—by researching, compiling, and providing up-to-date information on legal issues related to digital teaching.

A central element of bwDigiRecht is its organizational integration with the HND-BW and the HAW BW e.V., as well as its institutionalized, topic-specific exchange with Data Protection Commissioners, legal affairs offices, and law departments at universities in Baden-Württemberg. In addition, bwDigiRecht maintains close contact with legal information centers in other federal states.

bwDigiRecht’s services include, in particular, guidance documents based on legal expertise addressing recurring legal issues in digital teaching. In addition, informational events are offered for e-learning services, examination offices, and departments for Studying and Teaching. A regular newsletter provides updates on legislative changes, ongoing legal proceedings, court rulings, and the current academic discourse in the context of digital higher education.

Providing well-founded recommendations enhances legal certainty and raises awareness of legal implications. This enables the development of digital teaching formats that are both legally sound and efficient. Practical guidelines empower universities to take action and help them respond to digital developments in a timely, well-informed, and appropriate manner.

By compiling relevant information and fostering close collaboration among all stakeholders, bwDigiRecht makes a decisive contribution to shaping higher education for the future and strengthens legal expertise at universities in Baden-Württemberg.
